The $177,807, which he criticised in 2 years & a half, "which is severely in the daily press," (see 12806) is in fact the amount which he proposed to appropriate during the 2nd half of 1869, as special expenditure, in other words more than 1/3 of the total ordinary Expenditure of the Colony during that period
